ਸੈਫਰਾ ਕੈਟਜ਼ ਨੂੰ ਮਾਰਕ ਹਰਡ ਨਾਲ ਪ੍ਰਮੋਸ਼ਨ ਦੇ ਕੇ ਵੀਰਵਾਰ ਨੂੰ ਸਾਂਝੇ ਰੂਪ ਨਾਲ ਸੀ.ਈ.ਓ. ਬਣਾਇਆ ਗਿਆ ਹੈ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਇਹ ਓਰੇਕਲ ਦੀ ਜੁਆਇੰਟ ਪ੍ਰੈਜ਼ੀਡੈਂਟ ਅਤੇ ਸੀ.ਐਫ.ਓ. ਸੀ।ਕੈਟਜ਼ ਦੀ ਇਸ ਅਹੁਦੇ 'ਤੇ ਨਿਯੁਕਤੀ ਕੰਪਨੀ ਦੇ ਸੰਸਥਾਪਕ ਅਤੇ ਲੰਬੇ ਸਮੇਂ ਤੱਕ ਸੀ.ਈ.ਓ. ਰਹਿਣ ਵਾਲੇ ਲੈਰੀ ਏਲੀਸਨ ਦੇ ਅਸਤੀਫਾ ਦੇਣ ਦੇ ਐਲਾਨ ਤੋਂ ਬਾਅਦ ਹੋਈ। ਕੈਟਜ਼ ਨੂੰ ਦੁਨੀਆ ਭਰ 'ਚ ਸਭ ਤੋਂ ਜ਼ਿਆਦਾ ਤਨਖਾਹ ਲੈਣ ਵਾਲੀ ਮਹਿਲਾ ਐਗਜ਼ੀਕਿਊਟਿਵ ਦੇ ਰੂਪ 'ਚ ਜਾਣਿਆ ਜਾਂਦਾ ਹੈ। ਪਿਛਲੇ ਸਾਲ ਉਨ੍ਹਾਂ ਨੂੰ ਕੁੱਲ 44.3 ਮਿਲੀਅਨ ਡਾਲਰ (ਕਰੀਬ 270 ਕਰੋੜ ਰੁਪਏ) ਤਨਖਾਹ ਦੇ ਰੂਪ 'ਚ ਮਿਲੇ ਸੀ। ਇਸਦੇ ਨਾਲ ਹੀ ਉਹ ਦੁਨੀਆ 'ਚ ਸਭ ਤੋਂ ਜ਼ਿਆਦਾ ਤਨਖਾਹ ਲੈਣ ਵਾਲੀ ਮਹਿਲਾ ਐਗਜ਼ੀਕਿਊਟਿਵ ਅਤੇ ਸੀ.ਐਫ.ਓ. ਬਣ ਗਈ ਸੀ। ਓਰੇਕਲ ਵਲੋਂ ਜਾਰੀ ਕੀਤੇ ਗਏ ਇਕ ਬਿਆਨ 'ਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਕੈਟਜ ਦੇ ਜਿੰਮੇ ਮੈਨਿਊਫੈਕਚਰਿੰਗ, ਫਾਈਨੈਂਸ ਅਤੇ ਕਾਨੂੰਨੀ ਫੈਸਲਾ ਹੋਵੇਗਾ। ਉਥੇ ਹੀ ਹਰਡ ਸੇਲਜ਼, ਸਰਵਿਸ ਅਤੇ ਗਲੋਬਲ ਬਿਜ਼ਨੈਸ ਯੂਨਿਟ ਨੂੰ ਅਹੁਦਾ ਸੰਭਾਲਣਗੇ। ਕੈਟਜ ਨੇ 1999 'ਚ ਸੀਨੀਅਰ ਵੀਪੀ ਦੇ ਅਹੁਦੇ 'ਤੇ ਓਰੇਕਲ ਜੁਆਇਨਿੰਗੀ ਕੀਤੀ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਬਹੁਤ ਤੇਜ਼ੀ ਨਾਲ ਤਰੱਕੀ ਕੀਤੀ ਅਤੇ 7 ਮਹੀਨਿਆਂ ਦੇ ਅੰਦਰ ਐਗਜ਼ੀਕਿਊਟਿਵ ਵੀ.ਪੀ ਬਣ ਗਈ। 2004 'ਚ ਓਰੇਕਲ ਕਾਰਪੋਰਸ਼ਨ ਦੀ ਪ੍ਰਧਾਨ ਬਣੀ ਸੀ। ਇਸ ਅਹੁਦੇ 'ਤੇ ਉਹ ਇਕ ਦਹਾਕੇ ਤੋਂ ਜ਼ਿਆਦਾ ਸਮੇ ਤੱਕ ਬਣ ਰਹੀ। ਨਵੰਬਰ 2005 ਤੋਂ ਸਤੰਬਰ 2008 ਤੱਕ ਉਨ੍ਹਾਂ ਨੇ ਓਰੇਕਲ ਦੇ ਆਖਰੀ ਸੀ.ਐਫ.ਓ. ਦੇ ਰੂਪ 'ਚ ਆਪਣੀ ਸੇਵਾ ਪ੍ਰਦਾਨ ਕੀਤੀ। ਉਸ ਤੋਂ ਬਾਅਦ 2011 ਉਹ ਫੁਲਟਾਈਮਜ਼ ਸੀ.ਐਫ.ਓ. ਬਣ ਗਈ। ਉਹ 2011 ਤੋਂ ਓਰੇਕਲ ਦੀ ਬੋਰਡ ਮੈਂਬਰ ਵੀ ਰਹੀ। ਕੈਟਜ਼ ਨੇ ਓਰੇਕਲ ਦੇ ਮੈਨੇਜਮੈਂਟ ਐਂਡ ਐਡਮੀਨੀਸਟ੍ਰੇਸ਼ਨ ਡਿਪਾਰਟਮੈਂਟ 'ਚ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਈ। ਉਨ੍ਹਾਂ ਨੇ ਕੰਪਨੀ ਲਈ ਕਰੋੜਾਂ ਡਾਲਰਾਂ ਦੀ ਡੀਲ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਜੋ ਵੱਡੇ ਸਮਝੌਤੇ ਕੀਤੇ ਹਨ ਉਨ੍ਹਾਂ 'ਚੋਂ ਮਾਈਕ੍ਰੋਸਿਸਟਮ ਲਈ 7.4 ਡਾਲਰ ਬਿਲੀਅਨ ਅਤੇ ਪੀਪਲ ਸਾਫਟ ਦਾ 10.3 ਬਿਲੀਅਨ ਡਾਲਰ ਪ੍ਰਾਪਤ ਕੀਤੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਵਾਰਟਨ ਸਕੂਲ ਤੋਂ ਗ੍ਰੈਜੂਏਸ਼ਨ ਕੀਤੀ ਹੈ, ਨਾਲ ਹੀ ਉਨ੍ਹਾਂ ਨੇ ਯੂਰਪ ਤੋਂ ਵੀ ਡਿਗਰੀ ਲਈ ਹੈ।

Chandigarh (Babushahi Bueau) : After the drubbing in the Hisar Lok Sabha bypoll, the Congress on Sunday broke a three-decade jinx winning the Ratia (SC) Assembly constituency in Fatehabad district and managed to get a razor-thin majority on its own in the Haryana Assembly.
In the other by-election, the Haryana Janhit Congress led by Kuldeep Bishnoi, who last month won the Hisar Lok Sabha seat, retained Adampur seat in the bypoll. Kuldeep's wife Renuka emerged the winner.
With the win in Ratia, the Congress led by Chief Minister Bhupinder Singh Hooda has got a simple majority taking its tally to 46 members in the 90-member House.The Congress had won 40 seats on its own after the October 2009 Assembly polls and later five MLAs of the HJC had joined the party taking its tally to 45 then. The party also enjoys support of independents besides the lone BSP member in the House. The break-up of the party position in the House now is Congress (46), INLD (30), BJP (4), HJC (1), BSP (1), Shiromani Akali Dal (1) and Independents (7).
In Ratia, Jarnail Singh of Congress defeated Sarfi Devi of main opposition Indian National Lok Dal (INLD) led by former Chief Minister Om Prakash Chautala, which lost its traditional stronghold that had fallen vacant due to death of Devi's husband and INLD MLA, Gian Chand.
Renuka Bishnoi, wife of HJC President and Hisar MP, Kuldeep Bishnoi, won Adampur seat with a margin of 22,669 votes defeating her nearest rival and former MLA Kulbir Singh Beniwal of Congress.
In Himachal Pradesh, the BJP wrested the Renuka (reserved) seat from the Congress, which in turn struck a blow to the saffron party in its stronghold of Nalagarh.
However, in Karnataka the ruling BJP suffered a crushing defeat in Bellary, the stronghold of Reddy brothers, where independent candidate and former minister Sreeramulu won by a massive margin.
Sreeramulu, a close associate of jailed mining baron and former ministers G Janardhana Reddy and Karunakara Reddy, secured 74,527 votes and retained the seat. Sreeramulu, health minister in the Yeddyurappa government and a protégé of Reddy brothers, had quit BJP and contested as an independent.

Chandigarh, December 4 (BB): Apart from winning the INLD citadel of Ratia, Congress Party has increased its vote percentage by 49 per cent with respect to the last elections held in Ratia and Adampur, while its opponents INLD and BJP-HJC alliance has lost 5.05 per cent and 0.62 per cent votes respectively. In Ratia, elections were held in 2009 for the assembly while Adampur had gone to polls about one and half month back in Hisar Parliamentary bye elections.

A spokesman of Haryana congress claimed that the total poll percentage has also increased by 8.99 per cent and the Congress seemed to have gained more than that. Earlier in Ratia, 1,26,112 people have exercised their franchise while 1,44,137 polled this time which is an increase of 18,025 votes and 14.29 per cent with respect to the last elections. Similarly, 2,502 more people exercised their franchise in comparison to the last elections held. 1,04,616 people voted this time, while 1,02,114 had polled in Hisar parliamentary bye election.

The comparison study of Ratia and Adampur depicts rosy picture for the Congress party as it increased its votes from 62,185 to 92,678, which is an increase of 30,493 votes and thus 49 per cent increase in comparison to the last elections held in Ratia and Adampur. In Ratia Congress had got 46,713 votes in 2009, and this time it has increased to 65,071 votes, which is an impressive increase of 49 per cent.

The spokesman also projected the results as a political game for the congress. He said that the vote percentage of INLD decreased by 5.05 per cent, it had got 50,095 and 28,033 in last elections whereas it had to content itself with 52,368 and 21,811, which comes to 74,179 votes this time against the 78,128 in the last elections. The INLD suffered more in Adampur as it lost 22.19 per cent votes and gained merely 4.53 per cent in Ratia.

Similarly, despite retaining the Adampur seat, the BJP-HJC alliance lost 428 votes against the 68,846 votes polled in its favour in the last elections, thereby loosing 0.62 per cent votes. This time BJP-HJC candidates got 50,276 and 18,142 votes in Adampur and Ratia respectively. The alliance also lost its deposit in Ratia. Earlier, it had polled 51,640 and 17,206 votes respectively in the last elections held.

In terms of total votes polled, the Congress has gained remarkably while INLD and BJP-HJC vote share has decreased vis-à-vis the total votes polled. In 2009 Vidhan Sabha elections, Congress Party had polled 37.04 per cent but it got 45.15 per cent votes in today's election results, which is an increase of 8.11 per cent in terms of total vote percentage. Similarly, Congress party polled 26.39 per cent in the Adampur assembly bye election, whereas it had got only 15.15 per cent in Adampur during the last Hisar parliamentary bye elections. INLD lost 3.39 per cent in Ratia as it got 36.33 per cent in this election, while it had won earlier by getting 39.72 per cent, in Adampur it lost 6.6 per cent votes as it had got 27.45 per cent in Hisar parliamentary bye elections but could get 20.85 per cent of total votes polled, this time. HJC-BJP candidate got 48.06 per cent in the assembly bye election in Adampur, whereas it had got 50.57 per cent in the last parliamentary bye election. HJC-BJP had contested the previous 2009 Ratia assembly election and had got 13.64 per cent collectively, which were reduced to 12.59 per cent in this assembly bye election, which is a decrease of 1.05 per cent.

Chandigarh, Nov 30 (BB):While 75.79 per cent polling has been reported from Adampur assembly constituency in district Hisar , Ratia in Fatehabad district recorded 81.84 per cent polling in the bye election today. This is the highest ever poll percentage for Ratia in an election.

Polling was conducted in a peaceful manner in both the constituencies and no untoward incident was reported from any part of these constituencies.

The Chief Electoral Officer of Haryana, Mrs Sumita Misra has thanked the voters for their support in ensuring smooth and peaceful conduct of the elections.

Chandigarh (BB) November 26: Election Commission of India has approved counting centres for the bye-election to Ratia and Adampur Assembly Constituencies, the polling for which is scheduled to be held on November 30, 2011.

While stating this here today, Chief Electoral Officer, Haryana, Mrs Sumita Misra said that the counting centres approved for Ratia was Community Centre, Ratia and for Adampur it was Panchayat Bhawan's Dining Hall, Hisar.

Section 144 has been imposed in Ratia constituency for ensuring free and fair poll and no candidate is allowed to set up his booth within a radius of 200 kms from the polling booth. Candidate can set up only one booth outside this area. However, written information in advance is to be given to the Assistant Election Officer before setting up the booth. Serial number of the polling centre, for which the booth is to be set up, would have to be mentioned outside the booth and due permission from concerned municipality or panchayat samiti is also needed for setting up such a booth. The written permission letter has to be shown to the police or election authority on being asked to do so. Such booths will only be allowed to be set up for issuing identity slips to the electorates and symbol or name of the party for which the candidate was contesting should not be mentioned on the slips. Crowds will not be allowed to assemble at these booths and the person managing the booth should belong to the area of polling station. He should be in possession of his election card to prove the same. All the political parties should pay attention that no person with criminal background should be posted at such booths. Strict action will be taken for violating the directions, she added.

Chandigarh (BB) November 22: Elaborate security arrangements have been made by the police to conduct Adampur bye election in fair and peaceful manner. Special security arrangements have been made for the sensitive and hyper sensitive villages in the constituency.

While stating this today, a spokesman of the Police department said that about 2700 police officers and officials would be on duty in Adampur assembly constituency on the polling day to ensure foolproof security. In addition to police personnel, nine companies of paramilitary forces and 477 home guard personnel would also be on duty. As many as 40 nakas would also be laid at various places and 20 patrolling parties would be on duty to make the whole of the area of the constituency impregnable.

There are 1,38,221 electors in the constituency. As many as ten villages of the constituency have been identified as sensitive and 15 as hyper sensitive.



Public holiday on November 30 in Rattia and Adampur

The Haryana government has notified that November 30,2011 shall be observed as a public holiday as well as holiday under section 25 of Negotiable Instruments Act,1881 in the area of Ratia and Adampur assembly constituencies, where elections are scheduled to be held on this day, to enable the employees working in various government offices, factories and commercial establishments located in respective area to exercise their franchise.

Chandigarh (BB) November 22: The District Election Officer, Hisar Dr Amit Aggarwal has banned telecast of any opinion poll or any other material related to Adampur assembly bye election by any electronic media from 5 p.m. on November 28 till the completion of polling on November 30.

He said that to ensure peaceful conduct of Adampur assembly bye election it had been decided not to allow anybody to carry or use cellular phone, cordless phone or wireless set in the polling and counting centres and within the 100 metres radius of these centres. If anybody was found violating these orders, these equipments would be confiscated by the security personnel and would be returned after the completion of polling or counting. The polling would be held on November 30 and counting on December 4.

However, security officers, officers and officials deputed at polling stations and counting centres and observers appointed by the Election Commission could use these equipments, he added.

He said that the district administration had also started SMS, tollfree number, phone helpline and internet services for the convenience of the voters. The voters could get information from their homes about his polling station, voter number, etc. by typing VOTE XYZ00238695 and sending SMS on 89015-49777. In addition to it, they could also use tollfree number 1800-180-1333 and 1950, phone number 01662-241008 and internet services on website ceoharyana.nic.in to get this information.

With a view to check misuse of mobile phone sim, the district administration,Hisar has directed all the dealers and retailers of mobile sim to submit report of sold sim card alongwith full detail of the purchaser to the concerned police station.

While stating this today, Deputy Commissioner Hisar, Dr Amit Aggarwal said that violation of these orders would invite punishment under section 188 of Indian Penal Code.

Chandigarh (Babushahi Bureau) : A spokesman of District Administration, Hisar on Sunday said as many as 21 candidates were now left in fray for the Adampur assembly by-election and polling would be conducted with Electronic Voting Machines (EVMs).
This was stated by him during a pilot rehearsal of returning officers and assistant returning officers.
He said, ''EVM is a very simple and credible machine which is run by battery and there is no possibility of its tempering and inaccuracy.''
''All the officers and officials engaged in the election process directly work under Election Commission of India and they must have the knowledge of the election-related directions and the powers entrusted to them by the Commission'', he added.
He said that all the returning officers and assistant returning officers would be given controlling and ballot unit marked with ID numbers and these would be sealed by the election officer. In addition to it, they would be given voter list, voter register and voter slip of the area concerned, green paper seal, indelible ink, rubber stamp, etc. All the officers would be sent to the place of their duty in a vehicle a day before polling day. On reaching polling booths, the officers must carry out rehearsal of polling process by installing electronic voting machines. Separate entrance and exit would be made for the voter at polling booths which would be arranged in such a way that complete secrecy of polling could be maintained.
On polling day, nobody could enter the polling booth with bidi or cigarettes, match box, mobile phone, camera, video camera, weapon, blanket or any other covering.
He said micro observers had also been appointed to ensure free, fair and peaceful election. The micro observers would monitor election process from within the polling booth. Polling would be conducted from 8 a.m. to 5 p.m. on November 30.

Chandigarh (BB) November 13: District administration, Fatehabad has made elaborate arrangements for conducting smooth and peaceful Ratia bye election which would be held on November 30.
While stating this today, District Election Officer Mr M. L. Kaushik said that voting would be held from 8 a.m. to 5 p.m. and counting of votes would begin at community centre Ratia from 8 a.m. on December 4.
He said that electronic voting machines (EVMs) to be used in this election were being inspected by the engineers and officers. All the 900 EVMs would be packed after checking. The liquor shops in the area of Ratia assembly constituency and in the three kms area adjacent to this constituency would remain closed on the day of voting and counting. As many as 24 candidates had filed their nomination papers for Ratia assembly constituency. The nomination papers would be scrutinised on November 14 and candidates could withdraw their nominations on November 16.
EVMs would be used in these elections and the voters were being made aware of its use. Four teams of the officers and officials had been deputed for this purpose in the rural and urban areas. The officers and officials to be engaged in the election work would be imparted training in using EVM from November 14 to 17. On November 18 election officers and assistant election officers would be imparted training. All the officers and officials had been directed to ensure compliance of model code of conduct, he added.

Chandigarh (BB) November 11: Chief Electoral Officer, Haryana Mrs. Sumita Misra today directed the District Electoral Officers of Hisar and Fatehabad to ensure strict enforcement of model code of conduct in Ratia (SC) and Adampur Assembly Constituencies for which bye election is to be held on November 30, 2011.
Mrs Misra was giving them directions through a video conference from Chandigarh. She also directed to appoint Sectoral Officer to closely monitor the expenditure being made by contesting candidates and political parties. She said that they should also check unnecessary expenditures. Proper security arrangements for ensuring free and peaceful conduct of the bye election should also be ensured be them, she added.
Mrs Sumita Misra directed them to maintain a strict vigil on anti-social elements, arrest the proclaimed offenders, bail jumpers and seize unauthorized arms. Also, authorized arms should also be got deposited in police stations. She said that although the list of sensitive and highly sensitive polling stations has already been issued by Election Commission yet they should keep in touch with political parties. If the political parties inform about sensitivity of another polling station, in that case time bound action should be taken by them, she added.
She said that apart from ensuring updated list of disqualified candidates, they should also ensure availability of election related books and directions of Election Commission of India. Proper videography of polling booths should also be ensured, she added.
Mrs. Misra also held video conference with all District Electoral Officers and directed them to strictly follow the directions of Election Commission.
She also monitored the progress of work concerning National Voters Day which would be observed on January 25, 2012 throughout the state. She directed them to list mobile numbers of all new voters to be sent to the department. The department would start SMS campaign as per which all new voters would be informed that they could get their voter card on National Voters Day. National Voters Day would be observed with the theme ‘enhancing woman participation in electoral process’, she added. Additional Chief Electoral Officer, Mr. S.K. Setia was also present on this occasion.

Chandigarh, November 11- While five more candidates filed their nomination papers from Ratia Assembly constituency, seven more candidates filed their nomination papers to contest the bye election from Adampur Assembly constituency today thus raising the total number of such candidates to 23 from both constituencies.
While stating this here today, an official spokesman said that eleven candidates had sofar filed their papers from Ratia Assembly constituency. Mr Mahavir and Mrs Savita Devi, both BJP candidates had filed their nomination papers today for this seat. Mr Pyare Lal filed his papers as an independent candidate whereas Mrs Sarfi and Mr Gulab Raj also filed their paper as INLD candidates, today.
He said that so far twelve candidates had filed their paper for Adampur seat. Those who had filed their nomination papers today included Ms Kanta of Indian Bahujan Sandesh Party (Kashi Ram) and a candidate of Haryana Janhit Congress (BL), Mrs Renuka Bishnoi. Those who filed their papers as Independent candidate included Mr Rajeev,
Mr Kuldeep son of Mr Madan Lal, Mr Sandeep, Mr Kuldeep son of Mr Parduman and Mr Satbir. Tomorrow is the last date for filing nominations.
The Haryana Janhit Congress Party candidate Mrs Renuka Bishnoi had mentioned in her affidavit, the total movable property of over Rs 3.30 crore and of her husband Mr Kuldeep Bishnoi’s of over Rs 15.51 crore. Immovable property worth over Rs 25.78 lakh of Mr Bisnoi had also been mentioned. The total debit of over Rs 11.65 crore of herself and Rs 13.50 lakh of her husband had also been depicted.
The candidate Kanta of Indian Bahujan Sandesh Party (Kanshi Ram) had mentioned having Rs 1.50 lakh in cash, bank deposit as over Rs 77.96 lakh and loan amount of over Rs 1.68 crore. She had also mentioned possessing two cars.

Chandigarh (BB) November 9: In view of bye elections to Ratia and Adampur assembly constituencies, which are scheduled to be held on November 30,2011, the Chief Secretary, Haryana, Mrs Urvashi Gulati has asked all the Financial Commissioners and Principal Secretaries, Head of Departments, Divisional Commissioners and Deputy Commissioners to put complete ban with immediate effect on the transfer of officers or the officials of all departments working in district Fatehabad and Hisar till December 7,2011.
She has also asked them to extend whole hearted cooperation to the election department in the smooth and peaceful conduct of the elections. She has also asked the officers to accord top priority to the written communications received from the office of Chief Electoral Officer and provide desired information in a time bound manner. She has also directed the Head of the offices in district Fatehabad and Hisar to extend cooperation to the returning officers of Ratia and Adampur assembly constituencies and district election officers.

Chandigarh, November 9-The returning officer of Adampur assembly constituency Mr Amardeep Jain has deputed ten duty magistrates to ensure compliance of model code of conduct and to keep an eye on the election expenditure of political parties and candidates during the bye election.
Giving details of the Duty Magistrates, Mr Jain said that Mr P.K. Tyagi, Director, Haryana Land Reclamation and Development Corporation (HLRDC), Mr Chander Mohan, Executive Engineer, Public Works (Building and Roads), Mr A. K. Goyal, Executive Engineer, Division No. 2, Public Works (Building and Roads), Mr A. K. Saini, Executive Engineer, Technical Division, Public Works (Building and Roads), Mr Narender Singh Dahiya, Executive Engineer, Irrigation Construction Division No. 7, Mr Surjeet Beniwal, District Manager, HAFED, Mr Rajbir Dhankhar, Manager, HSIIDC, Mr B.K. Gupta, Executive Engineer, Vigilance Division, IB and Mr Narender Mohan Sharma, Executive Engineer, Haryana State Agriculture Marketing Board would act as Duty Magistrates.
The Duty Magistrates would keep an eye on the election expenditure of the candidates, besides ensuring compliance of model code of conduct by them and would submit daily report to the district election officer and Election Commission of India, he added.
The Election Commission of India has appointed Mr J. S. Bathara, Income Tax Officer, Income Tax Department, Hisar as an Expenditure Observer for Adampur assembly constituency.

Chandigarh, November 9: Chief Electoral Officer, Haryana, Mrs. Sumita Misra has directed all Administrative Secretaries, Director General of Police, Head of Departments and Managing Directors of Boards and Corporations to keep a strict vigil on the activities of all such employees as are posted in Ratia and Adampur assembly constituencies and have proceeded on leave or are intending to take leave or are absenting themselves from office after the announcement of elections to these constituencies.
Mrs. Misra said that as per some news items published in the newspapers and complaints being received in the office of the Chief Electoral Officer, it had been found that some Government and semi-Government employees had proceeded on leave or were on furlough with the intention of participating in political activities.
She said that the complaints regarding the actions of such employees as are involved in the political activities in the by-elections of Ratia and Adampur assembly constituencies supported with photographic or video proof should be sent to the office of the Chief Electoral Officer so that appropriate action could be taken against them under Sections 129 and 134 of the Public Representative Act-1951.
She said that the concerned authorities should determine the veracity of the reason for grant of leave for such employees. Besides this, if an employee had requested for medical leave, he should be asked to furnish a medical certificate duly approved by the Chief Medical Officer allowing the said person to take rest.
Mrs. Misra said that in all such cases where there was a hint of any suspicion, the matter should be cross checked and no leave should be granted. After conducting due enquiry, the leave of any employee whose activities are found to be doubtful should be cancelled and the said person should be asked to attend office with immediate effect. She clarified that these directions were for curbing the tendencies of the government employees to take part in political activities and if any employee happened to be the voter of the above said assembly constituencies, there was no ban on his casting vote.

While four more candidates filed their nomination papers to contest the bye election to 41-Ratia (SC) Assembly Constituency, no candidate filed the nomination papers from 47-Adampur Assembly Constituency today, the fifth day of filing of nominations for the bye elections to be held on November 30, 2011.
While stating this here today, a spokesperson of Election Department said that with this the total number of nomination papers filed in Ratia has risen to six and that for 47-Adampur remained five.
Those who filed their nomination papers for Ratia today were all independent candidates and included Bhaga Ram, Lachhman Dass and Balbir Singh, all from district Fatehabad and Bharat Kumar alias Bharat Singh from district Sirsa, he added.

Chandigarh (BB) : The Congress has chosen former Bhattu Kalan MLA Kulbir Beniwal as its nominee for the Adampur assembly bypoll. In the 2009 assembly polls, the party had fielded former Hisar MP Jai Prakash, who lost to HJC chief Kuldeep Bishnoi by 6,015 votes.
For the Ratia (SC) assembly bypoll, the Congress has reposed faith in former MLA Jarnail Singh, who lost the 2009 poll by a narrow margin. Both the seats go to the poll on November 30. The bypoll in Ratia was necessitated by the demise of sitting INLD MLA Gian Chand Odh, while the Adampur byelection was necessitated when HJC chief Kuldeep Bishnoi quit the seat after winning the Hisar bypoll.
Jarnail Singh, who won in 2000 from the Ratia seat as an Indian National Lok Dal (INLD) nominee, had contested on a Congress ticket in 2009 and lost to the INLD nominee, Gian Chand Odh, by a margin of 3,382 votes. The Haryana Congress president Phool Chand Mullana said both the candidates would file their nominations on 12th of November.
Beniwal, a Jat, was once regarded as a close confidant of former CM Bhajan Lal. Following the abolition of Bhattu Kalan assembly seat after delimitation, Beniwal has been in political wilderness.

Chandigarh (BB) November 8 : As many as four persons have filed their papers to contest the bye elections to the 47 Adampur Assembly Constituency and two for the 41 Ratia (SC) Assembly Constituency on the fourth day of filing the nominations.
While stating this here today, an official spokesman said that those who filed the papers today for Adampur included candidate of Republic Backward Congress, Mr Lalchand of Mandi Adampur and four other independent candidates Mr Raj Kumar, Mr Sushil, Ramphal, and Mr Anand Kumar, all from Hisar. Those who had filed for Ratia included Mr Ram Singh of Fatehabad as Independent and CPI(M) candidate Mr Ram Kumar of Fatehabad. They have also given their property details.

New guidelines by Election Commission
Chandigarh:
Election Commission of India has issued guidelines for scrutiny of form 17 A and other documents in view of bye election to 41-Ratia (SC) assembly constituency and 47-Adampur assembly constituency to be held on November 30, 2011 in districts Fatehabad and Hisar respectively.
While stating this here today, Chief Electoral Officer, Haryana, Mrs Sumita Misra said that Returning Officers were required to note and record the total percentage of vote at the time of receipt of the polled EVMs and the documents after completion of poll for each polling station. They were also required to note and record the percentage of male and female votes, percentage of voters who voted with EPIC, with alternate documents and who voted without any document on the basis of only the matching of the photo appearing in the photo electoral roll. Apart from this, they would have to note and record percentage of voters who voted from among the shifted voter category and number and name of polling station where vote is reported as polled.
She said that the Commission had also directed for scrutiny of Presiding Officers diaries, the verification of Register of Voters (17A) and other related documents which includes but not restricted to micro observes reports, video observer reports, visitor sheets, reports of zonal magistrates, reports of presiding officers would be done by the Observers and Returning Officers in the presence of contesting candidates or his election agents.
The scrutiny would be made if any complaint of poll rigging or malpractices was received by observer, DEO or Returning Officer during the poll process. In case where mock poll took place in the absence of any polling agent or in the present of agent of only one candidate. It would also be done in polling stations where the number of elector who cast their votes using documents other than EPIC exceeded 25 per cent of total votes cast in that polling station. It would be done where more than 10 per cent of such electors who had been identified as shifted electors turned up and voted, in case where more than five per cent of electors cast their votes on the basis of matching of photograph in the photo electoral roll with the face of the elector but without any supporting document. Apart from this, scrutiny would be held where polling percentage is more than 15 per cent or less than 15 per cent than the average polling percentage of that AC. The scrutiny would take place at 11 a.m. on the day after poll. A proper notice should be issued to all candidates to be present during the scrutiny.

Chandigarh (Babushahi Bureau) : The ruling Congress and main opposition Indian National Lok Dal (INLD) both announced their candidates for the November 30 bypolls to the Adampur and Ratia assembly constituencies in Haryana, on Monday.
Retired District and Sessions Judge Ram Singh Baswana has been fielded by the INLD for Adampur, while Congress has named former MLA Kulbir Beniwal as its nominee.
Jarnail Singh has been named the Congress candidate from the reserved Ratia seat. Sarfi Bai, wife of the late Gian Chand Odh, who represented the Ratia constituency, has been given the INLD ticket.
The Haryana Janhit Congress (Bhajan Lal), or HJC-BL, had earlier announced the candidature of Renuka Bishnoi, wife of HJC President Kuldeep Bishnoi, from the family’s stronghold Adampur seat while the party’s ally the BJP has chosen its state unit leader Mahavir Prasad from the Ratia seat.
Adampur seat in Hisar district fell vacant as sitting MLA Bishnoi was elected from Hisar Lok Sabha seat in a bypoll in October, and the Ratia seat in Fatehabad district fell vacant after the demise of INLD’s Odh in September.
The Congress also announced its candidate from Mandu in Jharkhand — Kumar Mahesh Singh will contest the seat.

Election Commission of India today announced the schedule of bye-election to two Assembly Constituencies of Haryana namely By-Polls in Ratia and Adampur on Nov.30 .
Chandigarh, Nov 1- Election Commission of India today announced the schedule of bye-election to two Assembly Constituencies of Haryana namely Ratia (SC) and Adampur.While stating this here today, Chief Electoral Officer of Haryana Mrs Sumita Misra said that a notification to this effect would be issued on November 5,2011 and last date to make nominations would be November 12. The nominations would be scrutinized on November 14 and last date of withdrawal of candidature would be November 16. Polling would be held on November 30 between 8 a.m. and 5 p.m. Votes would be counted on December 4 and counting of votes would commence at 8 a.m.
She said that the election would be completed before December 7,2011. Mrs Misra said that Model Code of Conduct would come into force with immediate effect in the districts in which the whole or any part of the Assembly Constituencies going for bye-elections was included. The Model Code of Conduct would be applicable to all candidates, political parties and the State Government concerned.
The electoral rolls for Assembly Constituencies of 41-Ratia (SC) and 47-Adampur have been revised with reference to January 1,2011 as the qualifying date and have been published.The Commission has decided to use Electronic Voting Machines (EVMs) in the bye-election at all the polling stations. Adequate numbers of EVMs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.
She said that in consonance with the past practice, the Commission has decided that the voter's identification shall be mandatory in the bye-elections at the time of poll. Electoral Photo Identity Cards (EPIC) would be the main document of identity of a voter. However, in order to ensure that no voter is deprived of his or her franchise, if his or her name figures in the Electoral Rolls, separate instructions would be issued to allow additional documents for identification of voters at the time of poll in the said bye-election
